CHIPS-era industrial policy reaches critical minerals
USA Rare Earth announced it has entered a non-binding letter of intent with the U.S. Department of Commerce that outlines $1.6 billion in proposed support through the Department’s CHIPS program—$277 million in proposed federal funding plus a $1.3 billion senior secured loan. The company says the package is designed to accelerate a domestic heavy rare earth “mine-to-magnet” chain that would supply materials used in semiconductors, defense systems, robotics and other advanced technologies.
The company also reported a major private capital raise, describing a $1.5 billion private investment in public equity (PIPE) anchored by a lead investor group. Combined, the proposed federal support and the PIPE would provide a multi-billion-dollar financing runway, though the government portion remains subject to diligence, final agreements, approvals and customary conditions.
Why magnets are a technology bottleneck
Rare earth magnets—particularly neodymium-iron-boron (NdFeB) types—are a quiet dependency across modern hardware: they power compact motors in industrial equipment, vehicles, drones and precision systems. While rare earth mining exists in multiple countries, the most concentrated advantage has been in processing and downstream magnet manufacturing, where China remains dominant. U.S. policymakers have increasingly described that dependence as both an economic and security vulnerability.
By linking critical-minerals projects to CHIPS-era objectives, the government is signaling that semiconductor resilience is not just about fabs and packaging, but also about upstream inputs that touch defense production, energy infrastructure and industrial automation.
Risks: execution, timelines and “non-binding” terms
Even with headline-grabbing numbers, the company emphasized that the letter of intent is non-binding. That means the ultimate scale and timing of federal support could change as negotiations proceed. Investors and suppliers will likely watch for definitive agreements, permitting updates, construction timelines and evidence the company can meet production milestones at commercial scale.
