A U.S. House Science Committee hearing has added momentum to efforts to reauthorize the National Quantum Initiative (NQI), the federal framework created in 2018 to coordinate and accelerate quantum information science and technology. Committee leaders said they are working on an updated bill, and witnesses from key science agencies described advances in research programs while also warning that the United States faces ongoing challenges in developing the specialized workforce needed to compete globally.

During the hearing, representatives from the National Institute of Standards and Technology, the National Science Foundation, NASA and the Department of Energy’s Office of Science discussed how federal investments have shaped research priorities and helped build early-stage quantum ecosystems. The NQI helped create a more unified approach across agencies, but participants emphasized that scaling quantum research—from experimental prototypes to useful computing, sensing and communications tools—will require sustained funding, stable program management and stronger talent pipelines.

One debate point was whether the initiative’s scope should expand. While NASA has not been a formal part of the NQI framework, discussion of Senate activity suggests an interest in explicitly incorporating NASA’s quantum research programs into a broader federal plan. Witnesses also highlighted the need to ensure that research efforts complement industry development, since private-sector partnerships often accelerate translation from lab demonstrations to deployable technology.

Workforce concerns surfaced repeatedly. Witnesses and members noted that quantum science requires expertise across physics, computer science, engineering and materials science—skills that can be difficult to recruit at scale. The role of foreign-born scientists was described as important, even as some lawmakers raised concerns about dependence on international talent. That tension—between attracting top researchers and safeguarding sensitive research—has become a recurring theme in U.S. science policy.

The hearing is part of a broader push in Washington to treat emerging technologies as strategic assets. Any reauthorization could influence how agencies coordinate national labs and university centers, how standards and measurement science are developed, and how training programs prepare students for a field that policymakers increasingly see as central to national security and economic competitiveness.
